摘要
本文采用中国省级面板数据,分析了工业污染排放强度的影响因素及其在东部和中西部的差异。实证研究表明,工业污染排放强度随着经济发展相对水平和受教育水平的上升而下降,但在经济发展达到一定程度后,进一步降低排污强度需要依靠工业集聚形成网络化的分工协作关系,从而更有效地组织生产,降低环境损耗;国有工业企业在排污方面可能存在双向效应,环保表现不明确;此外,工业化进程可能带来更加严重的污染问题,中西部地区应避免成为外商直接投资的"污染天堂"。
Based on the equilibrium pollution model,this paper discusses the regional difference as well as the cause of industry sulphur dioxide and soot emission in the Eastern part and the rest of China using provincial panel data of 1996-2008.The result shows that the pollution emission intensity in the Midwest decreases with the improvement of the economic condition and the education level.However,when the economy reaches a certain level,it needs the industrial agglomeration to form a network of collaboration and arrange the production procedure more effectively in order to reduce the environmental loss.Moreover,the state-owned enterprises may have two-way influence upon industrial pollution emission,which brings uncertainty to their environmental performance.The result also suggests that industrialization has caused serious environmental problem,and the Midwestern part of China should try to avoid becoming the "pollution haven" of foreign investors.
