摘要
晚明清初,省域巡抚与区域巡抚的辖区是互相重叠,而不是此盈彼缩,出现了较为普遍的"一地两属"现象。省域巡抚总管一省的行政事务,区域巡抚专管辖区内的军事行动,双方有时也会协商处理一些事务。由于两类巡抚长期共存,在实际政务运作中,"两属"地区的道员会同时向省域巡抚、区域巡抚请示、汇报一些民政事务。晚明的总督名义上管辖数省,实际上只管辖一省的军事、行政事务,对其他各省只是"兼辖"相邻区域。
In the late Ming and the early Qing Dynasties, the areas controlled by a provincial governor or a district governor Overlapped. As a result it was very common for an area to be governed by two governors. While a provincial governor was in charge of administrative services for the whole province, a district governor was responsible for military operations within a particular district. Two governors cooperated in the dealing of some affairs, providing instructions for intendants of circuit or listen to their reports about civil affairs. The governor-general in the late Ming Dynasty were in control of several provinces in name, while they actually governed only one province and exerted symbolic control over its neighboring areas.
