摘要
目的尝试将生产前沿面非参数方法中的四个模型联合运用于医院的效率评估和效率分解。方法利用M atlab 7.1编程求解线性规划模型,对11所县医院进行生产效率评估和效率分解。结果这些医院的纯技术效率总体表现良好,但要素处置效率、规模效率和组合效率明显欠缺。结论仅关注于内部管理和纯技术效率并不能持续改善医院的运营绩效,制度性因素特别是竞争性市场环境对医院运营绩效的提升至关重要。
Objective Introduce the four mathematical models for evaluating the productive efficiency of hospitals and its applications in managerial consulting.Methods Matlab7.1 was used to solve the linear programming problems and give the decomposition of productive efficiency of 11 county hospitals.Results The hospitals display good performance on technical efficiency but very badly on free disposal and returns to scale.Conclusions Compared with the technical efficiency,it is a matter of consideration of the property rights,social security systems and competitive market.
