摘要
通过回顾历史和参考相关研究,对基本医疗的性质和特征作了解释,提出实施基本医疗的框架设想:让一级医院、社区卫生服务中心、农村乡镇卫生院和卫生室来承担基本医疗并由国家保障所需资金,让三级医院充分参与市场竞争。通过可行性分析证实在目前我国经济实力下可以实施,可以为解决公立医院改革中遇到的一些难点问题提供参考。
Through review basic healthcare and its relative research, this article explain the basic healthcare＇ s specific character, and put forward basic healthcare＇ s implement envisage：let the third -class hospital, community health service centre, health clinics in towns and townships be the basic heahhcare institute, central government ensure its fund, let first - class hospital participate in market competition. This plan can come into effect by feasibility analysis under present state economic strength. This plan also can provide a reference to solve the difficult points in public hospital＇ s reform.
