摘要
我国的城市轨道交通规划、建设和运营是由各个城市的政府主管部门和地铁公司主导的,存在很大的差异性,使运营组织管理具有很强的地方特色。已获审查通过的《地铁与轻轨系统运营管理规范》是一部国家标准,有助于各城市的运营管理部门以此为基础制订一整套完善的、规范化的科学管理体系,建立一个与系统规模相适应的运营管理机构和训练有素的管理团队,适应现代客运管理的可持续发展。介绍了该规范编制的背景,剖析了我国城市轨道交通运营管理系统中存在的问题;介绍了该规范编制的基本原则、规定及主要内容,有助于运营管理人员对于规范的了解。
Great differences exist in urban rail transit planning,construction and operation due to the division of authorities among local goverments and metro companies,therefore,the organization and management of urban rail transit features great local characters.The approved ＂Operational Management Standards for Metro and Light Rail Transit＂（OMS） is a national standard,helpful for the establishment of a serial standardized and scientific management systems for local governments and their operational departments,and for a well-organized,proper-sized and educated management team.This paper introduces the background of OMS,the basic principles and main content,analyzes the problems in the management systems of urban rail transit in China,to promote a better understanding of OMS among operational management crew.
