摘要
由于政府失灵和市场失灵的存在,我国食品供应链本身存在很多风险,加之控制机制的缺乏,因此需要建立新的食品供应链质量管理框架,并在法律上采用良好的操作规范。我国食品供应链中的企业大多数是中小企业,存在较多的食品安全隐患,需要在建立中小食品企业最基本的质量保证体系基础上加强质量文化建设,以形成食品供应链良性经营机制,达到"事前控制"的目标。
As the existance of the government failure and market failure,there exist many risks in our food supply chain.Especially in lack of control mechanisms,the establishment of a new food supply chain quality management frame-work should be made with adoption of good practice of the law.China’s food supply chain,most small and medium en-terprises,there are more food safety hazards and much should be done to establish small and medium food enterprises in the most fundamental basis of the quality assurance system and enhance the quality of culture,so as to form a healthy food supply chain management system,with the"pre-control"targets.
