摘要
城市轨道交通建设前期项目包括网络规划、建设规划、工程可行性研究等三大部分,前期项目管理工作包括线网规划、建设规划、环境影响性评价、客流预测、地质危害性评估、地震安全性评估、沿线土地利用性质调整和控制性规划等内容,如不科学合理地组织管理编制进程,编制时间将增加,不能满足施工进度的要求。通过认真分析制约项目进程的关键时间节点,采用同步推进的项目编制管理方式;通过合同、工作联系单等方式,明确编制者责任,建议采用"灰线"进行轨道交通建设空间的控制。
First-phase projects of urban rail transit comprise three parts:network planning,construction planning and engineering feasibility studies.Management of first-phase projects involves network planning,construction planning,assessment of impact on environment,traffic forecasting,geological hazard assessment,seismic safety assessment,land utilization modification and controlled planning.Without scientific organization,the time for preparation would be greatly increased and the requirements for the project schedule would not be satisfied.It is necessary to carry out a careful analysis on the key time constraints so as to adopt a synchronized method to compile the project management documents.The responsibility of the compiler is defined through contracts.It is proposed to use"gray line" to control the space of subway construction.
