日本将发展文化产业定位于立国之高度,这就奠定了思想认识基础,有利于动员更多的社会力量和资源投入其中。重视培育文化产业生长的"土壤",采取了增强国民对本国文化的认识,提升生活中的"审美与表现",保护与传承传统文化以及推进全民参与"感性价值创造"等措施。《亚洲门户构想》的提出标志着文化产业新战略的形成,其核心内容可概况为:"展示‘日本的魅力’-提升文化力-增强综合国际竞争力-获取经济、外交等利益。"该构想强调要建立并促使亚洲各国接受日本的评价以及加大对外宣传日本文化的力度等。
Japan has positioned the development of cultural industry as a national strategy, laying an ideological foundation for more social resources to flow into the cultural industry. In order to "ameliorate the soil" for the growth of these industries, the Japanese government has taken a series of measures to increase the public awareness of Japanese culture, to improve the aesthetic and performance quality of life, to protect and inherit the traditional culture, and to encourage the public participation in "sensibility value creation". The proposal of "Asian Gateway Initiative" marks the formation of Japan's new strategy. The idea includes 1 ) exhibiting Japan's Attractiveness; 2) enhancing the cultural power; 3 ) reinforcing the integrated competitiveness; and 4) gaining economic and diplomatic advantages. The report stresses the necessaty to establish the Japanese evaluation mechanism which is accepted by other Asian countries, and to increase the intemational acknowledgement of Japanese culture.
