摘要
结合目前的供热计量及节能改造现状,分析了包含中央政府、地方政府、业主产权人、金融机构、房地产开发商、节能服务公司、供热企业、居民在内的融资渠道。通过对现有融资模式的总结,系统分析了现阶段融资面临的主要障碍,并结合"十二五"既有居住建筑节能改造的发展趋势,对未来可推行的改造模式进行了设计。
With the current situation of heat metering and energy efficiency retrofit, analyses the financing pattern that involves the central government, local government, property owners, finance departments, real-estate developers, energy service companies, heating enterprises and residents. Summarizes the current financing pattern, analyses systematically the main obstacles to financing at current stage, and designs the feasible future retrofit pattern combined with the developing tendency of the energy efficiency retrofit in the 12th five-year plan.
