摘要
政府工具是政府在一定的环境条件下,为提高政府能力,改善政府绩效和管理水平,管理国家事务、社会事务,达成既定目标,采用的具体手段、技术和方式。在阐述政府工具基本概念的基础上,对政府工具进行多维度的分析,以期为政府工具的正确选择提供借鉴。
The government tool is the concrete means,techniques and methods the government use under certain conditions to heighten its ability,improve its achievements and management,manage state and social affairs so as to achieve certain purposes.This article gives a brief introduction and summary of the basic concepts,analyzes the government tool from different aspects in order to offer reference for the government to correctly choose its tool.
