摘要
党代会常任制试点正为一些试点中所反映出的突出的深层问题所困扰。常任制的定位不明和试点目标模糊,使其作为推进党内民主的重要举措难以发挥应有的作用;试点在总体上未能突破党内权力过于集中和监督制约不力这个要害问题,是常任制迟迟难以推广的主要症结所在;党政不分的党政关系体制及其相应的领导体制,使试点中的一些重要关系难以理顺,民主原则难以落实;常任制试点面临的一些阻力和困难,使得以党内民主推进人民民主、常任制是党内民主的突破口的认识逻辑遇到了现实挑战。这些难题如何破解,关系到常任制的前途命运。
Some deep problems have sprung up in experimenting the system of permanent tenure of office of Congress of Party Representatives. The unclear orientation and obscure objectives of ex- perimenting permanent tenure system makes it hard for the Party to conduct the democratic measure. The failure to make breakthroughs in the experiment results from the excessive concentration of power and the feckless check and balance, which prevent the experimentation from being popularized. No separation between the Party work and government work and the subsequent institution of leadership acts as barriers to the implementation of democratic principles. Various oppositions and problems in experimenting the system undermine the epistemic logic for democracy inside the Party. How to solve these problems may affect the future prospects of the permanent tenure system.
