摘要
巢湖和六安是安徽省会经济圈重要的供水水源地,在保证省会圈经济社会发展的同时,如何维护合肥市水资源地优良的生态环境是需要迫切解决的问题。生态补偿机制是有效解决这一问题的环境经济手段之一。通过分析安徽省会经济圈内的土地利用变化和生态服务功能价值估算,以及六安市和巢湖市发展权损失,来探讨生态补偿的标准的范围。结果显示:2007年省会经济圈的生态系统服务价值为356.84亿元,六安市、巢湖市两区域发展损失是144.85亿元,这分别是省会经济圈水源地区域应获得的生态补偿标准的上下限范围。在此基础上提出生态补偿的4种生态补偿方式,即资金补偿、政策补偿、产业补偿和智力补偿的可行性。
The Chaohu Lake and the five reservoirs area in Dabieshan iare the most primary waters source areas of Hefei. It is essential to maintain water supply for municipal use,economic development and the environment of Hefei without restraining economic development over the waters source areas. Ecological compensation is considered a major economic means of the capability to resolve the problem. This paper attempts to perform a study on ecological compensation for the waters source areas by fully accounting for its land use change and value of ecosystem services. On the basis of land use change over the provincial city ecology circle during the period 1997--2007 ,the change of ecosystem services value was estimated. Based on ecosystem services value unit area and relevant formulas, the estimated ecosystem services value was calculated for the ecological standard of max-compensation and amounted to 356.84 million Yuan. According to the principle of beneficiaries to compensation,the paper determined the main providers and receptor of the eco-compensation,and used the methods of cost-benefit analysis and industrial development opportunities cost to calculate the ecological standard of min-compensation and amounted to 144.85 million Yuan. Based on this,the ecosystem compensation for the waters source areas was proposed. Four types of compensation modes were discussed in detail,including the fund compensation, the policy compensation, the industry compensation and the intellectual compensation.
