摘要
在群体性事件中,缺乏制度化的对话机制是导致公众的诉求非制度化表达的重要缘由,民间组织以理性的特质在政府与公众之间起到沟通和协调的作用。民间组织参与群体性事件治理对于满足公众有效获取信息、实现利益整合、促进理性表达和增强民众博弈方面具有重要价值。但是任何事物都具有两面性,只有将其控制在一定的限度内,才能充分发挥民间组织参与群体性事件治理的政治价值。
In group events,the lack of institutionalized dialogue mechanism is an important cause of leading to the non-institutionalized expression of public demand,civil organizations play the role of communication and coordination between the government and the public with their rational characteristics.Civil organizations participate in group events tackling have an important value to meet the effective public information access,achieve the integration of interests,promote rational expression and enhance the public game.But everything has two sides,and only they are controlled to a certain extent,can give full play the political values of civil organizations participate in group events tackling.
