摘要
新中国成立初期党治理毒品问题积累了丰富的经验,也为当代的禁毒斗争提供了有益的历史借鉴:加强禁毒立法,完善禁毒法制,是成功治理毒品问题的法律保证;政治廉洁、组织高效,是成功治理毒品问题的政治基础和组织保证;禁毒要走群众路线,开展禁毒的人民战争,是成功治理毒品问题的重要前提和群众基础;全面禁毒,重点打击制贩活动,宽严相济,是成功治理毒品问题的重要方针和政策;禁毒要与清除其他社会病害配合进行,是成功治理毒品问题的必要措施。
In the early days when the new China was founded,the party had accumulated rich experiences in dealing with drugs,which provided useful historical reference in contemporary drug control.According to these experiences,to strengthen lawmaking in drug control is the legal guarantee;political honesty,efficient organization is the political base;to mobilize people is the important precondition;the overall control and focusing on making and selling are the important policy;to coordinate drug control with other social problems handling is the necessary measure in successfully controlling drugs.
