摘要
改革开放以来,特别是党的十五大以来,我国政府法治建设成绩显著,并在逐步向良性化方向发展。由于我国依法行政的提出到实践时间还不长,政府法治建设尚处在初级阶段,与依法行政的原则和要求相比还存在较大差距,行政法治无论是观念上还是制度上都面临着挑战。当前政府法治建设亟待从转变观念、健全行政法制、调整和规范政府结构和权限、加强行政程序法制建设、创新行政执法机制体制、严格规范行政执法活动及强化行政监督等方面针对性的予以突破。
Since the reform and opening up,especially since the Fifteenth Congress of the Communist Party of China,we acquired significant achievements in the government＇s legal construction.The government＇s legal construction is developing in the direction to the positive step by step.It is not long since proposing the administration by law.The construction of legal government is still at the primary stage.There are great differences on the principles and requirements of the administration by law.We still face with many challenges in government＇s legal construction.Presently,we should strengthen the construction of legal government by changing the concept,perfecting the administrative legal system,adjusting and regulating the government＇s structure,strengthening the administrative procedure,innovating administrative enforcement mechanism,regulating the administrative enforcement activities strictly and strengthening the administrative supervision,etc.
