摘要
在我国城市化、工业化、国际化、信息化快速推进过程中,如何确保公共产品投融资的内在效率,增强政府融资平台的信用机制建设,正日益成为一个社会各方所共同关注的问题。本文从政府融资平台的内生基础入手,分析平台现存信用问题的关注点,提出开发性金融理念的平台信用构建原理,强调加快平台市场化变革的信用孵化方向,基于实证角度重点研究县级政府融资平台的现状及问题,指出相应的改革要点。
How to ensure the internal efficiency of investment and financing of public products and improve the construction of credit system of government financing platform is being a question which is con- cerned by all social aspects more and more during the fast ongoing urbanization, industrialization, internationalization and informatization in China. This thesis does research from the endogenetic basis of government financing platform and analyzes the attentive points of credit problem of financing platform. It suggests the principles of credit construction of development finance on financing platform and emphasizes on market - driven system reform direction of platform credit incubation. This paper also mainly studies the status quo and problems of prefectural government financing platform and gives some suggestions on the k.ey points of reform.
