摘要
我国普通高中教育阶段还没有建立系统、完善的资助体系,成为整个教育阶段资助体系的一个盲点。实证研究发现,农村地区普通高中贫困生资助工作主要存在下列问题:政府资助资金严重不足;学校成为资助主体,但缺少资助能力,资助力度过小,资助面过窄,资助效果不明显;社会捐赠偏向于优质学校。在"无补助、高学费"的情况下,我国农村地区普通高中贫困生问题十分严峻,建立农村普通高中贫困生资助体系势在必行。
A systematic and complete financial aid system has not been set up in the stage of high school education in China and it has become a blind spot of the entire education funding system. Empirical studies show that the financial assistance in the rural areas of financially strapped students in high school has the following problems：a serious shortage of government funding; schools as the main funding body,but lack of funding capacity,and the funding effort is too weak; the funding range is too narrow and the effect is not apparent; the community donations is inclined to the quality schools. In the ＂no subsidy,high tuition＂ situation,the problems of financially strapped students in high school are quite serious,and establishment of funding system for financially strapped students in rural high school is imperative.
