摘要
辽宁省基本公共服务体系已初步建立,呈现出以政府供给为主的模式。但存在市场化程度弱、供给模式单一、供给缺位、城乡供给不均衡、监管机制不健全等问题。二元结构的分割体制、低水平广覆盖的操作方式和经济发展水平等因素是导致辽宁基本公共服务不均等的原因。为此,要明确政府公共服务范围、加强监管机制、规范支付转移手段、加速城市化进程。
Basic public service system in Liaoning province has taken shape, which shows the government sup- ply - based model. But there exist many problems including the low market level of basic public services, the single supply mode, the narrow supply scope, the unbalanced supply in urban and rural areas and the imperfect regulatory mechanism. The reasons for the unequalization of basic public services in Liaoning province lies in the split system of the dual structure, low and wide coverage of the operation and the different level of economic development. Ac- cordingly, we should make clear the scope of government public services, strengthen monitoring mechanism, regulate the transfer means of payment and accelerate the process of urbanization.
