摘要
长期以来,依靠严格的规则约束政府已成为实现行政法治的当然路径。但当代政府的行为却对此提出了各种挑战,正是这些挑战催生了服务型政府,而服务型政府又为法律目的在行政法治中占据核心地位提供了契机。从此,行政法治呈现出了一种崭新的面貌。
Restricting governments by strict laws and regulations is a feasible solution to insure its lawful administrative operation.However various challenges faced by current governments force the birth of service-orientation government,which makes the aims of law as hear in theory and practice of lawful administrative operation.And therefore,a new picture was exhibited in administrative law.
