摘要
干部平职调整不够规范是一个较为普遍却又容易被人忽视的问题。总结地方实践,导致干部平职调整不规范既有体制因素,又有机制问题,甚至还受到干部个人品质、素质、能力的影响。基于既维护党委及其组织(人事)部门权威,又能促进干部平职调整规范化、科学化、制度化的思路,必须从教育、制度、机制、监督入手,进行“体制内的技术性调整”。

In order to defend the authority of the party and its organization, at the same time promote the standardized, scientific and the institutional of the cadre - parallel to adjustment, there must be a "technical adjustments" within the system from the education, systems, mechanisms, and supervision.
