摘要
提高医疗保险统筹层次的关键是提高基金的统筹层次,然而,实际中提高医保基金统筹层次因涉及对县(区)既得利益的重新调整,推行起来难度较大。本文试图通过对市级统筹基金管理的两种模式进行对比分析,对市级统筹基金管理的现实路径及未来发展进行探讨,为破解市级统筹基金管理难题提供借鉴与参考。
We believe that improve the overall level of medicial insurance funds is the core and key of the pooling level of medical insurance. But in practice, we find improve the pooling level of medical insurance that involves the vested interest readjusting. It is difficult to implement. In this study, we try to discuss the implementation path and the future development of the management of municipal co-ordinate funds,through comparing and analyzing the two models of management of municipal co-ordinate funds, and provide reference for breaking the management problems of municipal co-ordination fund.
