摘要
分析家庭承包经营制的缺陷,指出土地流转制度对发展规模农业,发展农业机械化的重要意义。认为东北地区土地资源丰富,自然条件优越,土地流转政策的推出,为东北农业的规模经营,发展机械化农业和现代化农业提供了极为有利的条件。在借鉴国外农业机械化经验的基础上,提出了东北农业机械化发展对策。
This paper analyzes the shortcomings of the household contract management system,points out the importance of land circulation system to the development of agricultural scale and agricultural mechanization and believes abound natural resources and favorable natural conditions in northeast land.The introduction of land circulation policy provides the most favorable conditions for agricultural scale management and the development of agricultural mechanization and modern agriculture.In reference to foreign experience in the agricultural mechanization,the author puts forward the countermeasure for the development of agricultural mechanization in northeast.
