摘要
构建产学研用合作长效机制是增强河北企业自主创新和产业竞争力的必然要求。尽管我省产学研用合作在不断探索中取得了重大进展,形成了较有特色的产学研用合作模式,但仍面临着产学研用结合中政府协调功能发挥不够,合作的组织形式不适应重大技术创新的需要等诸多问题。为使河北省产学研用合作能够适应新形势下经济社会发展的需求,应着力推进产学研用合作机制创新,建立完善产学研用合作创新的组织管理机制、人才引进和培养机制和多元化投入机制等,从而将河北省产学研用合作推进到新的水平。
To establish a long-term cooperation mechanism for the production-university-institute-application is a necessary requirement to strengthen their self-innovation and competitiveness for the enterprises in Hebei province. Although the production-university-institute-application cooperation has made a significant progress under the constant exploration and has formed a rather special cooperation model, it still faces some issues in cooperation within the production-university-institute-application and lacks of communication function with the government authorities, so such cooperation organization model is not suitable for any major technological innovation and other problems. To make the cooperation of produc- tion-university-institute-application of Hebei Province adapt to the new situation of economic and social development needs, more efforts should focus on innovative cooperation mechanism to establish and consummate its innovative organization management mechanism, talent introduction and training system, diversified investment mechanisms etc, which will carry the production-university-institute-application cooperation in Hebei province to a new level.
