摘要
SCADA系统是以计算机为基础的生产过程控制与远程调度相结合的监控与数据采集自动化系统,与之相关的国外标准主要出自国际电工委员会IEC、美国电气与电子工程师学会IEEE、美国石油学会API。IEC标准规范了SCADA系统的通信接口标准及过程控制功能与安全标准,IEEE标准全面规范了SCADA系统的架构、设计、接口及某些特殊的需求,API标准涉及系统安全、人机界面和监控、监控中心设计等方面;国内相关标准主要规定了现场仪表的设计、安装和验收要求。这些标准多为通用性标准,集中于SCADA系统框架结构的设计原则。国内标准滞后于管道SCADA系统软硬件的发展水平,无法满足SCADA系统的设计、运行和维护需求,有必要对长输管道SCADA系统的标准体系进行规划。
SCADA system is a computer-based automation system applied in operation process control. The international standards associated with SCADA mainly come from the International Electrotechnical Commission IEC,Institute for Electrical and Electronic Engineers IEEE,the American Petroleum Institute API. IEC standards afford the specifications of the SCADA system communications interface standard and process control functions and safety standards,IEEE standards comprehensively regulate the SCADA system architecture,design,interface and some special needs,API standards afford the specifications related to security,human-computer interface and monitoring,Control center design,etc. The main specifications of the domestic standard include:field instrumentation design,installation and acceptance requirements. Most of the above standards are general standards,which focus on the design principles of SCADA system framework. Domestic standards lag behind the development level of pipeline SCADA system hardware and software,and it can not meet the requirements of SCADA system in design,operation and maintenance,and the standard system of long-distance pipeline SCADA system needs to be planed.
