摘要
针对我国代建制的现状和监督体系中存在的问题,结合代建制的特征,提出加强代建制监督体系应从完善政府监督体系、市场监督体系、项目监督体系和社会监督体系4个方面着手:完善政府监督体系主要是明确政府各职能部门的监督管理任务,完善市场监督体系包括完善代建单位市场准入制度、招投标监督体系、代建人绩效评价以及清除机制等,完善项目监督体系主要是分清代建单位、使用单位、监理单位的监督职责,完善社会监督体系主要是发动社会群众对代建项目进行监督。
According to the status quo, the problems in supervision system, and the characteristics of agent construction system, it is proposed that 4 systems should be perfected to enhance the supervision system, namely, the government supervision system, the market supervision system, the project supervision system, and the social supervision system. Perfecting the government supervision system mainly means to clarify the supervision and management tasks of functional department of the government; Perfecting the market supervision system includes the perfections of market admittance institution of agent construction company, supervision system of bidding invitation and bidding, and performance evaluation and eliminative mechanisms of agent construction company; Perfecting the project supervision system mainly means to distinguish the supervision responsibilities of the agent construction company, the user company, and the supervision company; Perfecting the social supervision system mainly means to arouse the multitude to supervise agent construction project.
