摘要
从静态和动态两个方面分析了应急管理要素及其过程,基于要素能力和过程能力揭示了铁路局应急管理能力的内涵,构建了铁路局应急管理能力评价指标体系,提出了能力评价方法,并进行了实证分析,为铁路局应急管理能力的持续提升提供了借鉴。
This paper analyzes the elements and processes of the emergency management in static and dynamic aspects.Based on the elements ability and process ability,it defines the connotation of emergency management ability of the railway administration,and constructs the evaluation index system of emergency management capability,and introduces the fuzzy comprehensive evaluation method,then conducts an empirical study on some railway administration.Research results can provide references to improve the performance and the ability of emergency management for the railway administration.
