摘要
当前城市规划面对全球气候变化挑战,要推动低碳城市规划,无论在理念、工具、方法和管理手段等方面都需要创新。城乡生态绿地空间系统对大气温室气体含量产生的影响作用应该受到重视,生态系统清除碳排放的能力在城乡规划决策过程中不可忽视。本文希望通过建立以城乡生态绿地空间为本位的碳汇功能评估模型,探讨将新规划理念与方法引进法定城乡规划管理体制内:要应对气候变化的挑战,需要建立低碳规划工具,而以生态绿地空间为本位的低碳规划,最重要的是要确立有科学基础、有操作性的碳汇功能评价方法。本文同时以案例说明有关评价方法如何应用在空间规划方案编制中。
Urban planning is confronted with the challenge to manage climate change and innovative planning concepts, tools and methodologies are needed. The urban and rural ecological and green space system has significant impact on the level of carbon concentration in the atmosphere, and its function of reducing the carbon dioxide emission shall not be underestimated. This article proposes a "Carbon Sink Assessment Model for Urban and Rural Ecological Green Space Systems", and promotes the development of new planning tools for use as part of the current statutory planning system in China. By assessing the carbon dioxide emission and fixation capacity of the ecological green space system based on an objective and scientific approach, the model can provide a framework for application in the plan making process. A case example is also described to illustrate the application to a regional urban system plan.
