摘要
作为公共产品,生态文明建设需要公共财政支持。植树造林、环境就业、农村生态环境保护和生态环境意识培养等,应成为当前公共财政支持生态文明建设的主要切入点,为此需要保障投入、明确中央和地方在环境事权上的分工与合作,健全生态补偿与转移支付体系建设,加强税收杠杆调节及资金监督与管理。
ecological civilization is a kind of public goods,and it＇s construction is supported by public financial;afforestation,environmental employment,rural environmental protection and the cultivation of ecological awareness,public financial support should become the main entry point of ecological civilization construction;so it＇s construction investment must be supported,a clear central and local powers on the environment division of labor and cooperation,improve the ecological compensation and transfer payments system,strengthen financial supervision and regulation and taxation leverage and management.
