摘要 代建制模式作为一种新型的政府投资非经营性项目的管理模式,近年来逐渐引起人们的关注;代建制企业作为参建方的主要成员,将是投资方风险转移的主要目标。文章结合代建制项目的特点,采用WBS-RBS法识别代建制企业在管理过程中不同阶段的风险因素,运用改进的模糊层次分析法对其识别的风险因素进行评价,通过定性的分析与定量的评价,帮助代建制企业有针对性地进行风险控制和管理,为有效防范风险奠定了基础。 The agent construction system mode as a new kind of government investment in non-operating items of management, gradually captures the attention in recent years. The agent construction company as a main stakeholder in the construction side, is the main objective of risk transfer from the view of investors. According to the characteristics of agent system projects, this paper identified the risk factors at different stages of construction process by Work Breakdown Structure-Risk Breakdown Structure (WBS-RBS) method, and used the improved fuzzy Analytic Hierarchy Process (AHP) method for the identification of risk factors. The qualitative analysis and quantitative evaluation were applied for risk control and management for agent construction company, which lays the foundation for effective risk prevention.
