摘要 部门减排方法是国际上2012年后气候谈判体系关注的方面之一,需要跟踪其发展动向以支撑我国的气候变化谈判工作。基于部门减排方法的思路与原理,对国际上提及的方案进行了总结分析,在此基础上,讨论了部门减排方法在理论与操作层面的问题与争论。 Whereas the sector-based approach to emission mitigation is one of the concerns of the post 2012 climate negotiation regime, close attention needs to be paid to the trend in its development to support China's climate change negotiation. Based on the idea and the principle of the sectoral approach, this paper summarizes the options published internationally, and analyzes issues and debates both in the theory and implementation of the approach.
