摘要
政府采购与产业发展之间的关系一直是理论界研究的重点。但是对于政府采购与产业发展之间的关系仍存有大量的疑问。目前,我国正在就加入GPA进行谈判。加入GPA意味着我国政府采购市场的开放,这对我国产业发展来说既是机遇也是问题。文章梳理了政府采购与产业发展的关系,力求从根本上明确政府采购产业政策功能,从而更有利于我国加入GPA后对本国产业的保护。
The relationship between government procurement and industrial development is the focus of theoretical study, but there are a lot of questions about it. At present, China is negotiating to enter GPA. GPA means we need to open the government procurement market, which is an opportunity and also is a problem for enterprises. In this paper, we review the relationship between government procurement and industrial development, and try to clear the function of industrial policy in government procurement, which is more conducive to protect our domestic industries under GPA.
