摘要
针对黄河上游地区农业用水效率低、下游地区遭受极度缺水和地下水枯竭的问题,建立水交易补偿机制,可有利于水资源向高效率地区(行业)转移。水交易补偿机制建立在农业灌溉用水水权初始分配、农业灌溉用水交易保护价格、农业灌溉用水交易平台的基础之上,包括区域间补偿、行业间补偿、行业内补偿3种模式,补偿费主要包括节水工程建设(改造)费、节水工程运行管理费、农灌损失补偿费、生态补偿费。
Aiming at the problems of low efficiency of agricultural water use at the upper reaches and extremely short of water and exhausted groundwater at the lower reaches of the Yellow River to establish compensation mechanism of water trade can be favorable to water resources to transfer to high efficient region(sector).The compensation mechanism is established based on the initial distribution of water right for irrigation,protective price for trade in irrigation water use and trade platform for irrigation water use,including three modes of regional compensation,sectoral compensation and sector internal compensation.The compensation fees mainly include building(updating) expenses of water conservation works,operational and overhead expenses of the works,compensation fees of irrigation loss and compensation fees of ecology.
