摘要
科学评价医院内部科室乃至所有岗位的绩效,调动职工的积极性,是改革公立医院的运行机制的核心要素之一。目前医院内部绩效评价存在导向不够正确、指标不够科学、考评方法不够客观、效果不够好等诸多问题。科学的医院内部绩效评价体系应当包括目标、指标、责任主体和考评四大要素;效率、质量、效益三大指标的权重宜按50%、30%、20%左右为宜。为了实施有力,需要建立考评组织,建立台账,考评时以台账资料为主,辅以适当的现场考核和调查了解,以及信息化平台的支持。还需要充分发挥评价结果的激励作用,高度重视评价的持续改进,不断完善绩效评价体系。
It is one of the core factors for the reform of public hospitals' operation mechanism to scientifically assess the performance of all departments and posts within the hospital.The problems in performance assessment within a hospital now include:no very clear orientation,no very scientific targets,no objective assessment methods and no very satisfactory results.A scientific performance assessment system should include 4 essential factors,i.e.objective,target,main body of responsibility and assessment.The weight for the 3 targets of efficiency,quality and beneficial result should be 50%,30% and 20% respectively.It is imperative to establish a assessment organization and a statistical account.During the process of assessment,the statistical account data should be taken as the main means while assisted by proper on-the-spot check and investigations as well as the support of information platform.It is of great importance to give the result of the assessment into full play and to consistently improve the assessment system.
