摘要
制度是组织的"内核",组织是制度的载体和行为角色,制度内核不同,其经济绩效不同;有效组织是制度变迁的关键和主体,而制度环境制约、影响组织的发育、成长和发展。基于上述制度与组织关系的视域构建一个"三农"问题分析框架,考察"三农"问题与制度变迁、组织演替的关系,发现:强制性制度变迁的挤压,涉农内生组织逐渐消亡、异化,外生组织入侵、占位,导致制度变迁主体缺失,组织演替丧失连续性和动力源泉;违反制度变迁的内在规律,导致涉农制度变迁滞后和非均衡;涉农制度变迁与组织演进在制度的"路径依赖"和自我强化中被"锁定",失去良性循环和互动。结论指出:"三农"问题的实质是制度变迁与组织演替的交互作用问题,其根源是制度变迁与组织演替关系异化,运行机制和内在动力遭到破坏,从根本上阻碍了中国农村制度变迁,组织创新的步伐。
Institution is the core of organization,while organization is institution＇s carrier and role,and its economic performance is different with various cores of institution;effective organization is the key to institution transition and the main role,and the institutional environment restricts and affects the organization＇s growth and development.Based on analytical framework of institution theory and organization theory above,the paper analyses the Three Rural Issues,showing that the compulsory institution transition extrudes the rural endogenous organization to wither away,and invasion of exogenous organization induces loss of the main role of institution,continuity of organization evolution and its power source;violation of the inherent law of institution transition results in lag and non-equilibrium of institution transition;rural institution transition and organization evolution are locked-in because of ＂path-dependence＂ and＂self-strengthening＂＂of institution.The conclusions point out that the essence of the Three Rural Issues lies in the interaction of institution transition and organization evolution,and the crux is the destruction of their operating mechanism and the internal dynamic,hindering the pace of institution transition and organization innovation in rural China.
