摘要
本文基于当前上海产业用地管理实践,从产业用地批前、批中和批后管理的全程角度,提出了批前评估将节地融入项目设计、工程可行性预审,批中注重对规模、强度的评估,批后注重对用地整体绩效定性分析与定量评价的用地全程评估模式,并对该模式的相关机制建立进行了研究。最后以上海市临港新城为例对该机制的初步应用进行了分析。
Based on management practice of industry land in Shanghai,this paper proposes a mechanism to execute full-process evaluation of industry land.The mechanism covers foreward-among-afterward phases of industry land examining and approving,which emphasizes land intensivism to be used in project design and engineering feasibility prejudication,land scale and intensity to be evaluated among examining and approving,and land integer performance to be evaluated afterward.The preliminary application of this mechanism is analyzed finally.
