摘要
大学章程是连接国家教育法律和学校的规章制度,具有合意性、自主性和程序性特征。针对我国大学章程的现状,应通过完善章程建设,使其在大学管理中发挥应有作用,从而加强政府的宏观管理,确立纵横结合的管理体制和在管理中强化正当程序。
The university statute connects the national education law and the rules and regulations of the university.It relates to the important problems and the fundamental system of university.It has some characteristics such as contractual,autonomous and procedural.In the face of our university statute actuality,we should perfect the construction of the statute and play the important role in the university managerial reform.It＇ll emphasize the government macroscopic control,set up transverse and longitudinal management system and enhance the value of the due process.
