摘要
放眼经济全球化与区域一体化的时代潮流,面对后金融危机时期即将到来的现实机遇,梅德韦杰夫总统首次明确提出俄罗斯国家现代化的战略构想,其主旨就是要经过长期努力,使俄罗斯在全新的现代化的基础上成为世界强国;而在俄罗斯实现国家现代化进程的起点上,需要充实和深化中俄两国的战略协作伙伴关系,以求到21世纪中期共同达到理想境界。中国国家主席胡锦涛在2010年9月28日俄罗斯总统梅德韦杰夫访华时表示愿意"并肩携手,开拓进取,努力把中俄战略协作伙伴关系提高到新的水平"。为此,大力加强两国的务实合作,尤其是俄罗斯西伯利亚及远东地区与中国东北地区的跨国战略对接,势在必行。
As the trend of economic globalization and regional economic integration has urged Russia eager to grasp the opportunity in post financial crisis period,President Medvedev put forward a definite strategic claim as building Russia a new modernized world power with long-term arduous efforts.However,a solidified Sino-Russian partnership is necessary for the modernization so that the common aims of the two countries can be reached in the mid-21st century.President Hu Jintao also stressed that ＂China is ready to progress the partnership through bilateral cooperation with pioneering spirit＂ when President Medvedev visited China on Sept.28,2010.Therefore,it is imperative to strengthen the cooperation of the cross-border strategic joint in Siberia and Far East of Russia and Northeast China.
