摘要
人类面临的全球性问题日益紧迫，全球性挑战主要体现在以下三个方面：全球共同关心的问题、人类可持续发展的问题以及全球竞赛规则。若要解决这些问题，国家间必须进行合作，采取集体行动。全球性议题强调团结合作、社会公平、民主和政策有效性。这四个方面反映了全球治理的属性与充分治理的标准。全球治理的推动力主要是指脆弱的全球结构、华盛顿一揽子政策（华盛顿共识与华盛顿安全议程）和当代地缘政治分布的新兴体系。然而，国际机制急需改革，决策者与决策执行者之间的对称性与和谐性受到挑战。若要克服全球治理进程中存在的诸多问题，必须加强全球治理，推动并协调国家集体行动、强化国际机制的有效性、发展多边规则与程序。当然，全球治理过程中的民主问题亦不容忽视。
People in the world face increasingly urgent global issues.There are three aspects of global challenges:those problems concerned with sharing our planet,sustaining our humanity and our rulebook.Countries are required to cooperatively action if we expect to solve these problems.Global agenda needs stressing:solidarity,social justice,democracy and policy effectiveness,which reflect nature of global governance and standard of adequate governance.The drivers of global governance mainly include vulnerability of global structure,Washington policy packages(Washington Consensus and Washington security agenda)and distribution of contemporary geopolitics emerging system.However,international institutions require to reform.There are challenges of symmetry and congruence between decision makers and decision takers.Global governance should be strengthened,promoting and coordinating collective actions by countries,enhancing effectiveness of international institutions and developing multi procedures and regulations,if we need to overcome many problems existing in the process of global governance.Democracy definitely should not be ignored in the global governance.
