摘要
大学"行政化"是高等教育发展的一种必然结果,高等教育管理中的行政权力有其存在的合理性。以"去行政化"为突破口的高等教育体制改革,不能停留在简单的"去行政化"层面。作为国家层面,主要是建立现代大学制度,还大学以办学自主权;对于大学管理层面,主要是改革大学校长的遴选方式、建立符合学术主导的治理结构、将学术事务管理交还学术权力。借学术自由之火,建现代大学制度,是当前高等教育体制改革之要旨。
＂Administration＂ of universities is an inevitable outcome of higher educational development.The existence of administrative powers in the management of higher education has its own rationality.The reformation of higher education system with the breakthrough of ＂De-administration＂,can not simply remain on the level of ＂De-administration＂.As the state level,it should build up modern university system for the purpose of returning self-rule to universities.As the level of university management,it should reform the selection of presidents and set up academic-oriented structures,in order to return the management of academic affairs to academic power.Seizing the chance of academic freedom to build modern university system is essential to the reformation of modern university system.
