摘要
以科学发展观为指导思想,按照节约集约用地、保障农民权益的要求,重庆统筹城乡试验区,以地票模式对农村集体建设用地使用权资本化进行了积极探索。首先分析我国农村集体土地权益资本化的内涵、概念及存在问题,其次研究地票的概念及产生过程、制度与政策保障、流转交易程序以及取得的主要实效,最后探讨地票交易有待改进完善之处。
To study deeply capitalization of rural collective construction land, the land ticket pattern is put forward innovatively in Chongqing, which is in accordance with scientific outlook on development. Firstly, the connotation, concept, and some problems about capitalization of rural collective construction land in China are analyzed. Secondly, the concept, process, policy and main practical results of land ticket are studied. At last, some positive discussions on how to improve land ticket transaction are proposed.
