摘要
处于成长期的高技术产业对经济增长和产业结构升级具有突破性带动作用。为更准确地反映高技术产业成长状况,提出高技术产业成长指数概念并构建其测度体系;运用高技术产业成长指数逻辑曲线模型,考量我国17个高技术产业的成长状态和阶段,并揭示其从初创期向成长期快速转换的机制。结果表明,近14年来,我国高技术产业成长整体上可分为波动、波动上升和平稳上升三个阶段;我国目前有8个高技术产业处于初创期,属于新兴高技术产业;7个处于成长期,属于主导性高技术产业;2个已进入成熟期,属于支柱性高技术产业。加大知识创新投入、增强原始性创新能力、扩大政府采购、完善知识产权制度将加速新兴高技术产业向主导性高技术产业转换。
High-tech industries in the growth period play a breakthrough driving role in a country's economic growth and the industrial structure upgrade. To accurately reflect the growth status, the concept of the high-tech industry growth index is put forward and the index system for measuring it is build. And it uses Logistic curve model of the high-tech industry growth index to evaluate the growth status and stage of 17 high-teeh industries in China, then reveals the rapid transition mechanism of the high-tech industry from the start-up period into the growth period. Results show that the growth of high-tech industries in China can be divided into three stages, fluctuating stage, fluctuating up stage and steadily rising stage in the past 14 years. Among the 17 high-tech industries, 8 sectors at the start-up period are emerging high-tech industries, 7 sectors at the growth period are leading high-tech industries, and 2 sectors at the mature period are pillar high-teeh industries. Increasing the knowledge innovation inputs, enhancing the original innovation ability, expanding the government procurement and perfecting the intellectual property rights system will speed up the transition of emerging high-tech industries to the leading ones.
