摘要
发展社会主义民主政治,建设社会主义文明,是社会主义现代化建设的重要目标。在中国经济与社会蓬勃发展的今天,在中国特定的文化背景和市场发育环境下,政府行为有效性在多方面影响着经济与社会发展,影响着政府的合法性。文章首先在理论上阐述了政府行为的内涵,分析影响政府行为有效性的相关因素并进行问卷调研,提出了有关政府行为目前主要存在的三个问题:政府职能的不完全性、政策过程缺乏民主性、政府行为的矛盾性并用数据对其证明。最后借鉴国外相关经验并结合问卷调查,提出在政策过程中改善政府行为有效性的三大主要措施:半威斯敏斯特式重构政策过程的改革、政策过程动力来源的改革及建议、支持政策过程的硬件建设的相关建议以达到提升政府行为有效性的目的。
Developing social democracy, building social civilization, is a important target of socialism and modernization. Today, social economic and development is booming in China, the government conduct effectiveness is influencing the process of urbanization in many ways under the develop market environment in particular cultural background of China. The article＇s basic idea is, First of all, in theory, from the point of Policy-making process to the view of the status of the of government conduct effectiveness. The analysis of factors that defend the government conduct effectiveness and the research of western policy process. And then analyze the shortage of our country government conduct, Combine a questionnaire with foreign experience, Make use of a government to establish a new policy in the policy process, law and the citizen participate etc to improve this kind of condition . Sets out a mansion macro view the angle that joins the government to consider concrete government conduct legitimacy and the problem of effectiveness and study the prineiple of establish a policy and to ensure the effectiveness of government conduct with the scale of the policy is adequate.
