摘要
义务教育教师流动表现在流向的逆意流动、频率相对封闭、动机差异显著、机制有待完善等状况。这既有社会经济发展水平的因素,也有体制和机制的因素,还有教师自身的因素。因此,规范义务教育教师合理流动要以政府为主导、以经济与制度作保障、加强学校管理、激发教师使命感。
The teacher mobility in compulsory education shows the characteristics of reversing flow,relatively closed frequency,significant difference in motivation,and mechanisms need to be improved,etc.It is not only including the factors of socio-economic development,but also including the structure,mechanism and teachers themselves.Regulating the rational flow of teachers in compulsory education should follow these principles of the government-led,the protection of economy and institution,strengthening management in school,and inspiring thescher's sense of mission.
