摘要
科学研究是高校三大职能之一,不仅可以服务经济转型升级,而且可以提升高校办学实力,是高校进行可持续发展和培养核心竞争力的必要路径。如何推动、引导高校做好科研工作,是各级科研管理部门研究的热点问题。文章从科研成果质量测度评价视角对其进行探究,借鉴ICEM模型框架,构建了科研成果质量评价指数体系,对高校、基金资助单位、政府等职能部门的科研管理机构具有较强的理论价值和现实意义。
Scientific research is one of three main functions of universities, it not only can promote the service economy transformation and upgrading, but also can enhance the strength of higher education. So it is a necessary path of university＇s sustainable development and fostering core competitiveness. And how to promote and guide the university doing research work is the hot issue of research and manage- ment departments at all levels. From the perspective of measurement and evaluation of the quality of scientific research, using ICEM model, this paper constructs quality measurement and evaluation index system of scientific research, it is significant theoretically and empirically for research management agencies of colleges, universities, fund units and governments.
