摘要
农村干群关系在很大程度上是国家和农民的关系,科学发展观为农村和谐干群关系的构建提供了科学的指导原则。文章以科学发展观为指导,分析了当前农村干群关系不和谐的种种表现,提出了构建新时期农村和谐干群关系的对策:加强农村基层党组织的建设是构建和谐干群关系的组织基础;实现科学发展是构建农村和谐干群关系的根本所在;以人为本是构建农村和谐干群关系的目标要求;加强民主法制建设是构建农村和谐干群关系的基本保障。
The relationship between government officials and the masses in rural areas means the one between country and farmers to a large extent.The outlook on scientific development provides scientific guidelines for the construction of the harmonious relationship between government officials and the masses.This paper,with the guidance of the outlook on scientific development,makes an analysis of the current discords between government officials and the masses,and presents countermeasures on how to construct such kind of harmonious relationship in rural areas in the new period.To strengthen the construction of primary Party in rural areas can lay the organization basis for the construction of the harmonious relationship between government officials and the masses.To achieve the scientific development is its key point.To follow the people-oriented principle is its objectives and requirements.To enhance rural democracy and legal system is the basic guarantee of the harmonious relationship.
