试析公民职业教育受教育权起点的不公平性 被引量:1

摘要 本文通过调查发现,公民在职业教育受教育权的起点上存在不公平的现状,其影响因素主要在于职业教育受歧视的状况没有改变;区域之间招生考试不平等;生源地方保护主义盛行;城乡受教育权的不均衡四个方面。针对这种情况,本文提出了三大应对策略:加大宣传力度,改变人们传统观念;融合职教资源,集合优势力量联合办学;制定相关政策,加快推进职业教育改革。 According to the laws on education in China,Chinese citizens enjoy the equal rights of being educated.However,the survey conducted by the writer in Jiangsu has revealed the unequal starting points for receiving vocational education.The underlying causes include the prevailing discrimination against vocational education,the discrepant admission exams between regions,the protection of local students and the uneven distribution of educational opportunities in the city and the country.The paper then puts forward three strategies to tackle the problem:converting the traditional perceptions through publicity,integrating the vocational education resources to jointly run a school,and drawing up relevant policies to accelerate the vocational education reforms.
