摘要
文章分析了制约科技成果转化的深层次矛盾与问题。这些矛盾与问题包括：供给与需求主体对科技成果价值认同度的差异性、科研人员价值追求目标的双重性、由科技投入体制弊端导致的科研人员的科研专注性缺失、产权激励与产权约束机制缺失、政府和科研单位在激励政策与约束制度上的非协同性与非对称性以及科研考核评价机制的弊端，等等。
This paper analyzes the deep-rooted contradictions and problems which restrict the transformation of scientific and technological achievements. These contradictions and problems include identification differences of scientific and technological achievements＇ worth between supply and demand, dual nature of the goal of value for scientific research personnel, the lacking of research concentration caused by drawback of science and technology investment system, absence of incentive and restrictive mechanisms for the intellectual property, co-ordination lacking and asymmetry for incentive and restrictive mechanisms from the government and research institutions, and disadvantages of research evaluation mechanism and so on.
