摘要
以制订和实施教育发展战略为核心的"教育战略热"已经席卷全球。世界各国在教育发展战略的地位认同方面,自觉将教育发展战略确定为国家整体战略的重要基础;在目标定位方面,重点突出教育的人力资源开发功能;在战略抉择方面,日益注重科学化、民主化和法制化;在内容选择方面,高度关注优化运行机制、扩大教育机会、丰富教育资源、优化教育目标、强化质量评价机制;在战略实施方面,日益重视教育的信息化、国际化。
The ＂upsurge of education strategies＂ which intend to map and carryout development strategies for modern education prevails all over the world.Lots of countries consciously take the development strategies of modern education as one important part of national development strategies;they give special prominence to the function of education of human resource development,they pay more and more attention to the scientification,democratization,and administration by law;they attach much importance to optimizing education circulation mechanism,enlarging education chances,strengthening quality evaluating system.Lastly,they attach much importance to the informationalization and internationalization of education.
