摘要
房地产业在国民经济中具有重要作用,对于拉动国民经济和增加就业作用明显,同时,住房即有保障性,又有商品性。在我国,解决住房问题不能全部依靠政府,而要依靠政府和市场两只手,依靠保障房和商品房两条腿。从长远来看,房价总是波浪式前进、螺旋式上升的。从政策的优先顺序来看,首先,要保障低收入和中低收入无房户的住房需求,这是政府的职责;第二,要对确实无房又达不到保障条件的人,给予一些优惠政策,让他们能够买得起房,或者降低他们购买住房的负担;第三,采取合理方式满足一部分改善性住房需求。对投资型、投机型购房,要从政策手段、金融手段上给予限制。目前最关键的是要通过有效的政策,促进中国房地产业健康、平稳、持续发展。
Housing industry is now playing an important role in national economy; it is of great significance for fueling national economy and increasing employment; it has both the nature of welfare and commodity. In China, solving the problem of housing can not fully depend on the government, but on both the government and market, namely the low-income housing and commodity housing. In the long-run, housing price will be advancing wave upon wave and in an upward spiral. In terms of policy priority, first, the government should shoulder the responsibility of solving housing problems of the medium and low income families; second, the government should formulate some preferential policies for families without house and not available for low-income housing to let commodity housing to be more affordable for them; and third, we should meet the demand of some people to make home improvement in some rational ways. We should impose limitation on people who purchase house for the purpose of investment or speculation in the way of policy and financial countermeasures. The key for us to promote the health, stable and sustainable development of China' s housing industry is the effective policies.
