摘要
制定高校实验室相关安全管理规范及相关安全标准,特别是对于实验室危险仪器设备的规范化安全管理,推动高校安全生产管理科学化、规范化、标准化,提高高校实验室安全管理水平具有重要意义。针对目前高校实验室安全管理方面存在的问题,结合我校安全管理实际情况,明确了实验室安全管理与控制的总体思路和具体实践内容;参照国家相关标准,明确了高校实验室危险仪器设备安全管理的总体原则,确定了危险仪器设备购置、安装、使用、管理和处置等各个环节的安全管理要求,以及危险仪器设备的使用规则和使用管理要求,并分别规定了高校实验室的安全监管部门和实验室安全主管领导等的安全管理职责。
It has an important meaning to formulate university laboratory related safety administrative regulations and security standard,specially regarding standardized security management of the laboratory dangerous instrumentation equipment,promote the university security management,and raise the university laboratory safety management level.In view of the questions which exist in the present university laboratory safety management,combining the actual situation of Beihang University safety management,this paper introduced the overall idea and concrete practice content of the laboratory safety management and control.Referencing to the country related standard,it described the overall principle about the university laboratory dangerous instrumentation equipment safety management,and determined the each link＇s safety management request in the purchase,installment,use,management and disposal of dangerous instruments and equipments,as well as operating rules and use management requirements of dangerous instruments and equipments.Besides,the safety management responsibilities of university laboratory safety supervision department and lab safety supervisors were separately stipulated.
